How to choose

Map responsibility before mapping permissions.

Start with who decides, who prepares, who executes and who only needs visibility. Then apply the least access that lets each person complete the workflow. A role name without a responsibility model is only a label.

The client portal is a separate client-facing surface. Internal comments and the organization workspace do not become visible merely because a client has portal access.
